Work experience: Supervisor since 2008, general construction.

Public office held: Supervisor District 2, 2008-2019. 

Why are you running: To serve the citizens of Neshoba County by working to make it the best possible place to live, work and raise a family.

Why are you a good candidate: I have had the privilege to serve the citizens of district two as supervisor since 2008 and desire to continue the progress that is being made toward better-quality infrastructure, specifically our roads and bridges; improved facilities and more efficient services delivered by your county government; and more opportunities for our community, through enhanced economic development. You can count on me to answer your call and work with officials at all levels of government to continue this progress.

Melton Dewayne Bounds

Residence: Life-long resident, Neshoba County District 2.

Party: Republican.

Office sought: District 2 Supervisor.

Education: 1976 graduate of Neshoba Central High School.

Work experience: I have worked for Yates Construction for the last 29 years.

Why are you running: I think that there are needs to have honest and dedicated people in office. We need a short- and long-range plan for economic growth by creation of new jobs and prevention of crime. These are very important factors and why I decided to be the next supervisor of District 2. 

Why are you a good candidate: As your supervisor I promise that there will be transparency in government and I want to make this solemn promise. I assure you of my sympathetic consideration of your opinions, suggestions, and my readiness always to take into account your needs about the good of our economy as we enter a new way for Neshoba County.

Jay Eakes

Residence: North Bend Community, Philadelphia, Neshoba County.

Party: Republican.

Office sought: District 2 Supervisor.

Education: Graduate of Neshoba Central High School and East Central Community College.

Work experience: Employed with the city of Philadelphia as the building official with 11 plus years of experience in city government. Along with my duties as the building official, I am also the ADA coordinator (Americans with Disabilities Act). I am MDOT LPA Certified (Local Public Agencies) and the city’s local Flood Plain Manager. My wife, Ashley, and I are also the owners of A & J Eakes Poultry Farm. I was formally a Construction Superintendent for five years.

Why are you running? I want to serve and be a voice for the citizens of Neshoba County and contribute to its growth and prosperity. I will support public safety, encourage improvements needed in the county, support new economic growth, manage the taxpayers money for the betterment of the county and communicate with the citizens. I will pledge to help the citizens of Neshoba County by promising to work wherever to keep Neshoba County the best place to live, work, worship, learn, play and raise a family.

Why are you a good candidate for this office? I believe I am a good candidate because I am a department head with the city of Philadelphia and a business owner who knows how to manage a budget. I am honest, accountable, committed, dedicated, fair, and have strong family values. I am a leader who is hardworking and not afraid to get my hands dirty. I am always willing to help others.

SUPERVISOR DISTRICT 5

David Carter

Residence: Philadelphia, Neshoba County.

Party: Republican.

Office sought: District 5 Supervisor.

Education: BS engineering U.S. Naval Academy, MBA Georgia College.

Work experience: Navy Pilot, Vietnam veteran. Senior management positions with Ford, Navistar and Volvo. Experience in managing multi-million dollar projects and plant start-ups, manufacturing operations, product development, purchasing and materials management.

Public offices held: Blue & Gold Officer for the U.S. Naval Academy (admissions counselor) working with Mississippi schools, counselors and Congressional and Senate staff.

Why are you running: The supervisor position is a privilege to serve and not a job to collect a pay check, it should not become a career and be limited to two terms.

Why are you a good candidate: I can provide the leadership and manufacturing experience to attract jobs to the area and have a background in finance and operations that will ensure our tax dollars are managed wisely. I regularly attend school board and board of supervisors meetings and have studied and researched the issues and problems facing our county. I recognize the need to have a strategic five year plan and can communicate this vision to daily operations.
