4 killed in Kemper County two-car collision

Eleven-year-old Jaylen Fulton was the only survivor of five family members in an SUV after it was hit head-on Monday night on Highway 21 in Kemper County.
Fulton and the driver of the other vehicle, Jerome Brown of Philadelphia, were taken to local hospitals with injuries sustained from the crash, said Sgt. Andy West (Troop H) of the Mississippi Highway Patrol.
Fulton’s parents, Richard and Naomi Fulton, both 34, and siblings, Richard Jr., 13 months, and Emma, 3, all of Philadelphia, were killed in the crash, West said.
The crash was reported about 11:45 p.m., about four miles west of Preston near the Neshoba County line. West said Brown was driving a Dodge Ram northbound on Highway 21 when he veered over into the southbound lane and collided with the Fulton family’s Isuzu Rodeo.
The driver of the SUV was wearing his seatbelt, but no one else involved in the crash appeared to be, West said.
West said it was too early to tell if alcohol or drugs were involved in the collision.
“We have lab results pending, and we’ll let the investigation run its course,” West said.
As of noon Tuesday, there had been 37 traffic fatalities in the Troop H district. Last year, there were a total of 59, and a total of 40 in 2015.
